Google Play Data safety and an Android permission setting are different kinds of evidence. Read one as a developer statement and the other as a device access choice. A claim about what actually happened needs more than placing these two labels next to each other.
Separate an access setting from a disclosure
Google explains that Data safety is supplied by developers and can cover multiple versions or regions. Data processed only on the device need not count as collected under that disclosure. Permission alone does not prove an off-device transfer. Google's documented controls.
Build a fictional three-column record
Imagine that App A's Android settings show camera access allowed. Its Play listing declares no data collection. Write three columns: observed setting, developer declaration, behaviour not established. The first two columns contain those exact observations; the third asks whether camera material actually left the device.
Do not substitute a store list of requested permissions for the saved permission on the phone. A requested capability and an observed grant are not identical facts. In this example the grant was checked in Android settings, so the record should say where it came from.
Suppose a fictional photo appears on the same phone after the camera feature is used. That visible result does not settle whether processing stayed entirely local or whether another copy was transmitted. The additional observation belongs in the record, but neither safe nor spying follows automatically from it. Do not ask someone to send a private photo merely to illustrate this distinction.
State what further evidence would answer
If the question is about actual transfer, identify that question explicitly rather than repeatedly comparing the same two labels. Relevant evidence must address the app's data handling, not simply repeat that camera access was possible. A developer explanation should remain labelled as the developer's explanation.
Preserve the app version, listing context and observation time when documenting a discrepancy. Those details make later comparison possible. Avoid upgrading a declaration into a runtime audit, or treating a permission as proof that every possible use of that resource occurred.
